This session will highlight the invaluable resources available to PSP sites through each DOJ law enforcement agency (ATF, DEA, the FBI, and USMS). Federal law enforcement leaders will share practical examples of results achieved in several PSP sites as a direct result of federal law enforcement agency collaboration and contributions.
Jarrett Bevill
Special Agent, Staff Coordinator, Office of Domestic Operations, U.S. Drug Enforcement Administration
SA Jarrett Bevill began his career with the Drug Enforcement Agency (DEA) in 2004 with his first permanent assignment in the Miami field division. In August 2015, he was promoted to serve as a group supervisor in the Memphis resident office, where he remained until his current position in the DEA headquarters.
SA Bevill was assigned to the position of staff coordinator within the local and regional impact section in the Office of Domestic Operations in March 2020. ODR is responsible for providing programmatic oversight and support to domestic field divisions targeting drug trafficking organizations, with significant regional and local impact within the United States.
In addition to his staff coordinator responsibilities, SA Bevill was chosen for the position of liaison to the Public Safety Partnership (PSP), in which he conveys information and resources to DEA field divisions regarding how the PSP Program can complement investigations and community involvement and support. SA Bevill graduated from Mississippi College with a master’s degree of social sciences in 1995. He also earned a bachelor’s degree in public administration from the University of Mississippi in 1994.
Christopher R. Flowers
Unit Chief, Safe Streets and Gang Unit, Violent Crimes Section, Criminal Investigative Division, Federal Bureau of Investigation
Agent Christopher R. Flowers earned his bachelor of arts degree in mathematics from the University of Mississippi in 2004. Upon graduation, he commissioned as a second lieutenant in the U.S. Air Force. From 2004 through 2007, Agent Flowers served on active duty at Kirtland Air Force Base in Albuquerque, New Mexico, as an operations research analyst in operational test and evaluation. From 2007 through 2008, he worked at the Air Force Nuclear Weapons Center as a systems engineer in analysis of nuclear warheads associated with intercontinental ballistic missiles.
In May 2008, Agent Flowers began his service with the Federal Bureau of Investigation (FBI). In October 2008, he was assigned to the Buffalo Division (BF) Safe Streets Task Force (SSTF). He worked a multitude of investigations, including gangs/criminal enterprises, drug trafficking, and violent crimes. In March 2010, he became a member of the BF Special Weapons and Tactics (SWAT) Team.
In March 2012, Agent Flowers transferred to the El Paso Division (EP) and to the EP SWAT Team. From March 2012 to August 2015, he was a member of the EP Safe Streets Gang Task Force, where he continued to work investigations that included gangs/criminal enterprises, drug trafficking, and violent crimes. Agent Flowers has served in various leadership roles within the EP including violent crime supervisory special agent.
In December 2020, he was promoted to his current position as unit chief for the Safe Streets and Gang Unit at FBI headquarters in the Criminal Investigative Division Violent Crime Section. In this position, he oversees, manages, and budgets the FBI’s 172 SSTFs, with a cadre of nine supervisory special agents and four professional support personnel members. Agent Flowers also oversees the Transnational Anti-Gang Centers in El Salvador, Guatemala, and Honduras.
Eric Mayo
Chief Inspector, Gang Enforcement, U.S. Marshals Service
Chief Inspector Eric Mayo is currently assigned to the U.S. Marshals Service (USMS), Organized Crime and Gang Enforcement Branch and has been a Deputy U.S. Marshal since 2004. He was first assigned to the District of Nebraska’s Omaha Office, where he served as a member of the Metro Area Violent Fugitive Task Force. In 2010, Chief Inspector Mayo was promoted as the first full-time sex offender investigations coordinator for the District of Nebraska. He transferred to the District of Arizona’s Phoenix Office in 2012, where he was a member of the Arizona Child Predator Apprehension Team and the Arizona WANTED Fugitive Task Force. In 2011, he was a recipient of the U.S. Attorney’s Award for Perseverance. Chief Inspector Mayo was honorably discharged from the U.S. Air Force after serving as a law enforcement specialist for eight years. He holds a master’s degree in business administration and a bachelor’s degree in criminal justice.
Robert Topper
Supervisory Special Agent, Crime Gun Intelligence Center Branch Chief, Firearms Operations Division, Bureau of Alcohol, Tobacco, Firearms and Explosives
Agent Robert Topper serves as the branch chief of the Crime Gun Intelligence Center (CGIC) at the Firearms Operation Division at the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Headquarters in Washington, DC.
Agent Topper began his career with ATF in 2007 as a special agent in ATF’s Philadelphia field division. In this role, he served as part of the ATF High Intensity Drug Trafficking Area Task Force and the Violent Crime Task Force, with a focus on violent robbery investigations. In 2016, he transferred to the San Francisco Field Division, where he focused on firearms trafficking with heavy exploitation of crime gun intelligence. Since 2017, Agent Topper had a supervisory role in the San Francisco Field Division CGIC, followed by a term as resident agent in charge of the San Jose Field Office. In 2019, he transferred to Washington, DC, as a program manager in the CGIC branch. Prior to his tenure with ATF, Agent Topper worked for the Department of Justice, the Department of Homeland Security for Immigration and Nationalization Service, Customs and Border Patrol, and Immigration and Customs Enforcement (ICE) for four years, including a short time as an instructor at the ICE National Academy. Agent Topper received his bachelor’s degree in psychology from Rutgers University.
